The list above is based on the general usage of each civilization, whether they are on land, water, or nomad maps. Thus, S-tier civilizations are not determined only if they are useful on all three types of maps. Rather, they are determined based on the average of all three cards. There is a possibility that a civilization is bad in water, but if it is good both on land and on nomad maps, it will increase its rating. This was only one case, the same is true for other cards.
