According to the in-game description, it is “an ultra-strong metal alloy capable of pushing the limits of human engineering.”So you can understand why you need this crafting resource. But the problem is that its rarity is epic, so it’s not that easy to find compared to some others. How to find Promethium in Gotham Knights

You can defeat Regulator faction enemies to find Promethium in this game. There are multiple factions in Gotham Knights, each with different enemy mobs for you to fight. The source of this material is Regulators. During the story, there is one particular chapter where you encounter them, i.e. in chapter 6.1. In the court decision (Jacob Kane case) you have to interrogate the regulators.

So while you’re questioning them about completing a chapter, you might get some Promethium. Other than that, the only way to get Promethium is to find and defeat the Regulators when you’re not on any mission while exploring Gotham City.
