You must finish Missing: Steve in order to obtain the Krakatoa Legendary Axe. This assignment falls under the Lost and Found category and is one of DI2’s Missing People quests. Nevertheless, you’ll need to advance further in the game before obtaining that objective, so it won’t be available straight away.

Only in the safe area between Ocean Avenue and the Serling Hotel will Missing People quests appear on the board. You will receive three of these at a time, and there are lots of them. As a result, before Missing: Steve appears, you must finish at least six of these objectives.
