If you wish to unlock Holotactics, you must locate Tulli and Bhima, the Odd Pair of NPCs. Just after finishing the Forest Array main quest, one of the customers at Pyloon’s Saloon, Moran, will spread a rumor about them to you.
You should next proceed to the Boiling Bluff, which is located after the Untamed Downs area. The two are very close to the fast travel point there, but you’ll need to kill a Mogu (a.k.a., a Forest Wampa) to give them some peace of mind. After you speak with them, they’ll gladly make their way to Pyloon’s Saloon.
Basic Holotactics Techniques

Even some Roller Mines will simply advance straight ahead before detonating.
