There is currently no official solution to this problem. The only thing you can do to fix this problem is to walk around and look for any infamous enemies you may have missed. If you know you’ve defeated them all, you’ll have to go back to their locations and kill them again. Maybe the game crashed and didn’t register the kill.
Another thing you can do is complete all side quests. There is a chance that the enemy you eliminated is actually someone else. But a similar one appears during a side quest, and killing him will count as killing all the infamous enemies. And, of course, you must complete the main story.
The most common infamous enemy that is missed is the Coast Troll. You can find it in the tomb of the Dale family. Its entrance is blocked by Devil’s Snare vines.
Also, the only thing you can do is upvote this bug on their site. User edwards438 created a bug report for this issue and you can find it on the official bug report page. The more people vote for it, the sooner developers should release a fix for this bug. Although this bug is already being investigated, the high number of votes will help to suggest that this is not a random bug that only a few players are experiencing.
After any patch is released, update the game and you should no longer receive this error.
