To become a Galactic Guardian, you first need to become one of the powerful members of the Galactic Council. Communities over the age of 20 may decide to “Form a Galactic Council”. The members of this council are elected by the members of the Community who have the greatest diplomatic weight.

Galactic Community

This is formed when an empire has established ties with at least 70% of other empires. You need at least 3 non-genocidal empires to form the Community Galactica. The empires that form it can have any Ethics or Civics except Consciousness Gestalt and Fanatic Purifiers. Once the Community Galactica is formed, an empire that wishes to join it can only do so with 100 Influence.

Galactic Council and Guardian
